Mahoning County Engineer Announces South Avenue Road Widening, Turn Lane Installments, and Roadway Improvements Project in Boardman Township, Mahoning County

In an effort to reduce congestion and improve safety, the Mahoning County Engineer's Office plans to improve a 0.79 mile stretch of South Avenue CR 151from south of Mathews Road CR 102 to north of Lake Park Road CR 239 in Boardman Township. The symmetrical widening project will provide a two-way left turn lane from north of Mathews Road to Lake Park Road,a right-turn only lane and a left-turn only lane for the southbound traffic at Indianola Road, a left-turn only lane for the northbound traffic at Moyer Avenue , a left-turn only lane for the northbound traffic at Afton Avenue , a left-turn only lane for the northbound traffic at Indianola Road, a left-turn only lane for the southbound traffic at Madonda Street and a left-turn only lane for the southbound traffic at Lake Park Road . Additional improvements include curb and gutter replacement, driveway reconstruction throughout the project limits, and traffic signal upgrades.
New permanent and/or temporary right-of-way from 65 parcels will be acquired along South Avenue to accommodate project construction. There are no total takes or relocations proposed to construct the project. The South Avenue improvements are scheduled for construction in the summer of 2020. The estimated construction cost is approximately $3.9 million. During construction, a minimum of one 10-foot lane will be maintained in each direction at all times. Signage, drums, and cones will be used to help guide motorists through the work zone. Detailed construction and lane restriction information will be posted along South Avenue and intersecting side streets and also on the Mahoning County Engineer webpage prior to the start of project construction. Access will be maintained to all adjacent properties and businesses for the duration of the project.
The proposed project will not result in any substantial impacts to environmental resources. The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by ODOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 11, 2015, and executed by FHWA and ODOT.

To ensure the decision-making process is comprehensive, the Mahoning County Engineer is seeking comments from the public about the social, environmental, and economic impacts of this proposed project. Environmental impacts include those involving archeological, architectural and ecological resources, regulated materials, and the general location of the project. The Mahoning County Engineer also requests information regarding the presence of any known cultural resources in the vicinity of the project including prehistoric and historic archaeological sites, historic bridges, historic buildings, landmarks and districts.
