Western Reserve Road (CR 32) Improvement Project

The Mahoning County Engineer’s Office is planning roadway and drainage system improvements on Western Reserve Road (County Route 32) and Market Street (State Route 7) in Boardman and Beaver Townships. The proposed project begins just east of Hitchcock Road and ends east of Market Street. The purpose of this project is to improve safety, reduce congestion, and meet increasing traffic demand along Western Reserve Road, while addressing flooding and drainage issues.
Western Reserve Road will be widened to the north, both east and west of Market Street. A two-way left-turn lane will be added to Western Reserve Road from just east of Hitchcock Road to just east of Market Street. At the intersections with Glenwood Avenue/Sharrott Road and at Market Street the center lane will be a dedicated left-turn lane. At the Market Street intersection, a dedicated right-turn lane for southbound and westbound traffic will be added. At the Glenwood Avenue/Sharrott Road intersection, the Glenwood Avenue inside lane will be converted to a left-turn only lane and a dedicated northbound left-turn lane will be added to Sharrott Road. In order to construct this left-turn lane Sharrott Road will be widened to the west. Traffic signals throughout the project area will be upgraded.
To address flooding and storm water drainage issues, the existing culverts under the driveway to the former Willow Creek Learning Center and the Shepherd of the Valley complex will be replaced with larger culverts. The existing culverts and bridge carrying Western Reserve Road and Sharrott Road over Willow Creek will be replaced with a culvert that will extend about 200’ into the Willow Creek Terrace condominium complex. Additionally, the existing culverts beneath Market Street, several commercial parking lots, and Western Reserve Road, just west of Market Street, will be replaced with a larger culvert.
New permanent strips of right-of-way (totaling about 1.3 acres) will be required from 13 parcels. Permanent sewer easements and slope easements will also be required from multiple parcels. In order to construct the roadway and drainage improvements temporary right-of-way will also be required throughout the project area.
Access to all residences, businesses, and properties will be maintained during project construction. For the majority of the construction period, two-way traffic will be maintained on all roadways. At times, the replacement of culverts/bridges on Western Reserve Road and Sharrott Road will require one-way operation with flaggers. Also, five day closures of Western Reserve Road, between Hitchcock and Market, and Sharrott Road will be required to complete the new culvert installations. At that time, traffic will be detoured north to US 224 and back to the project area. Local residents, businesses, institutions, and emergency service providers will be informed of closures and detours in advance.
Right-of-Way plans acquisition will begin in the late Summer of 2017 and continue through Fall 2018. Construction plans will be completed in the Fall of 2017. Construction is scheduled to begin in 2021.
Project construction cost is currently estimated at $ 5,513,000. Right-of-way and construction funds will be from a combination of local, state, and federal sources.
